Former First Responders Among Six Charged in South Carolina Child Sex Ring Investigation

GREENVILLE, S.C. — Six suspects, including a former municipal fire training officer and two former police officers, have been denied bond following their arrests in connection with an alleged child sex ring, according to the Greenville County Sheriff’s Office.

The investigation was initiated in January after two victims came forward to report criminal sexual conduct. Authorities subsequently identified a third victim connected to the case. On Tuesday, May 19, the sheriff’s office Specialized Investigations Division executed search warrants at the residences of the six suspects, who are described by officials as friends or acquaintances.

According to law enforcement documentation, the alleged offenses occurred between 1998 and 2003. All six individuals appeared in bond court on Wednesday morning, where bond was denied for each defendant.

The Greenville County Sheriff’s Office provided details on the suspects and their respective charges:

Matthew Joseph Fay, 48, faces five counts of first-degree criminal sexual conduct with a minor, third-degree criminal sexual conduct with a minor, accessory before the fact, criminal conspiracy, criminal solicitation of a minor, and incest. Fay allegedly transported a minor to various locations where he permitted multiple male suspects to assault the victim, solicited a minor for sexual activity, worked with co-defendants to facilitate sexual misconduct, and assaulted a blood relative. The City of Greenville confirmed Fay is a former training officer for the Greenville City Fire Department, where he was employed from January 2026 to May 2026.

Allen Randolph Foltz, 58, of Fountain Inn, is charged with six counts of first-degree criminal sexual conduct with a minor under 11 years old, unlawful conduct toward a child, and criminal conspiracy. Authorities allege Foltz assaulted a victim he was babysitting, maintained unsafe living conditions for a minor, and coordinated with co-defendants to permit child sexual misconduct. Foltz previously worked for the Mauldin Police Department until 2005.

Paula Lawrence Foltz, 58, of Fountain Inn, faces charges of felony accessory after the fact, felony accessory before the fact, criminal conspiracy, and unlawful conduct toward a child. Investigators allege she pulled children from bed at night to allow her husband to assault them, intercepted them if they attempted to escape, permitted her husband to abuse a child she was babysitting, and conspired with co-defendants.

Edward John Storer, 57, is charged with unlawful conduct toward a child, three counts of first-degree criminal sexual conduct with a minor under 11 years old, and criminal conspiracy. Storer is accused of sexually assaulting a victim he was babysitting and collaborating with co-defendants to commit sexual misconduct against a minor.

Jeannine Wisler Storer, 59, faces charges of unlawful conduct toward a child, criminal conspiracy, accessory after the fact, and accessory before the fact. Law enforcement alleges she pulled children from bed at night for her husband to assault, retrieved children who tried to run away, allowed her husband to abuse a child she was babysitting, and coordinated with co-defendants.

Waylon William Rogers, 48, of Simpsonville, is charged with criminal conspiracy, first-degree criminal sexual conduct with a minor, and criminal solicitation of a minor. Investigators state Rogers communicated with a minor to induce sexual activity and worked with co-defendants to commit sexual misconduct. The Greenville Police Department confirmed Rogers was employed as an officer from April 17, 2000, until his departure on January 5, 2007.
